Are there any Application Development wizards available?
This could web or desktop apps, or even iphone/android Mobile Apps
Basically I’m looking for a tool or service that allows a none programmer to develop applications or/and software.
Yeah if I understand your question properly there is a program that you can use from www.clickteam.com which you can make programs without any knowledge of programming.
