Phone Application Development?

Is there a windows program that can create java archives(.jar the file extension for Mobile Phone Applications) that will work on mobile phones. i will give best answer to a good answer. please help.

I believe Nokia had something like that, I tried it.

You will need a JRE (Java Run-time Environment) and a JDK (Java Development Kit). Then go Here and download the kit. ( If the HTML doesn’t work here is the link: http://www.nokia.com/developers )

Also you can develop for iPhone, but the stuff for it only works on a Mac.
