Why does Apple charge for the right to develop Iphone Apps and for the Iphone Development kit.?

Shouldn’t it be the other way round. They should be paying developers to Develop Iphone apps.
Android and Maemo/Meego don’t charge for their development kits, so why should Apple?

Its a good source of revenue, and also to stop people posting millions of ‘crap’ apps, in a way it tends to mean only serious developers actually bother to get the kit.
